Scope of work

I will upgrade the electrical service. The existing one is a 100 amps service with #4 THW copper conductors and the new one will be 200 amps service with 3/0 copper conductors THHN from load side of meter to the main breaker in the panel. I will replace panel and meter. The location of the job is 2103 Surrender Ave. Austin Texas 78728. This job is located in ETJ N5 and I want to know if COA inspector will inspect it 100% like a job inside of Austin. Any questions please let me know.
